Institute for the Study of War Senior Fellow LTG James M. Dubik (Ret.), has just released the fourth report in our Best Practices in Counterinsurgency series: Creating Police and Law Enforcement Systems. This assessment of police training in troubled and developing states includes case studies from Iraq, Afghanistan and Haiti. The findings include important lessons for developing indigenous police force capacity, and provide insight into the ongoing security force development and security sector reform efforts being pursued on the battlefield.
