While this long-awaited draft agreement does represent progress, key hurdles still remain. A new ISW Timeline on the SOFA prcoess documents the long and contentious road of negotiations that have gotten the parties to this point. Along the way, the process has been complicated by dual discussions between Iraq and Iran.
