The Chinese Communist Party's Theory of Hybrid Warfare

Chinese Communist Party (CCP) military theorists frame hybrid warfare as how countries deploy all aspects of physical and non-physical state power, including civil society, to confront an adversary indirectly. They also view it as a means of confronting great powers within an interconnected and globalized world. Their framing presents hybrid warfare as a competition of holistic, comprehensive strength. The theorists use the concept to challenge the primacy of systems confrontation thought, which was the dominant CCP framework throughout the 2000s and early 2010s.

Israeli forces advanced to the Indonesian Hospital in Beit Lahiya bordering northern Jabalia refugee camp on November 20 and clashed with Palestinian militia fighters along the western border of Jabalia refugee camp and neighborhood.

Hamas and other Palestinian militia fighters attacked the IDF behind the Israeli forward line of advance in the Zaytoun area in the middle of the Gaza Strip, which is consistent with the nature of clearing operations.

Palestinian militia fighters engaged Israeli forces in eight small arms clashes across the West Bank on November 20. Hamas and the Popular Front for the Liberation of Palestine continue to call for attacks against Israeli soldiers and civilians in the West Bank.

The Islamic Resistance in Iraq—a coalition of Iranian-backed Iraqi militias—claimed a one-way drone attack targeting US forces at Ain al Assad Airbase in Iraq on November 20.

Unspecified Iranian-backed militia leaders in Syria met to discuss plans for responding to US airstrikes in the region.

Russia appears to be employing a known hybrid warfare tactic to artificially create a migrant crisis on the Finnish border. Russia’s apparent hybrid warfare tactic on the Russian-Finnish border is similar to Russia’s and Belarus’ creation of a migrant crisis on the Polish border in 2021 and is likely similarly aimed at destabilizing NATO.

The Washington Post reported on November 18 that Israel and Hamas are nearing an agreement for a five-day pause in fighting. Sources familiar with the emerging terms said that the US-brokered deal would free dozens of women and children held hostage in the Gaza Strip, according to the Washington Post report. The five-day pause would be the first sustained pause in conflict since the Israel–Hamas war began. The six-page set of written terms would require all parties to the conflict to freeze combat operations for at least five days while Palestinian militias release 50 or more hostages in small batches every 24 hours. The Israel Defense Forces (IDF) estimated on November 17 that there are 237 hostages in the Gaza Strip. US Deputy National Security Adviser Jon Finer said on November 19 that negotiations to secure the release of hostages are closer than at any point since negotiations began. Qatar’s prime minister said there is "good progress” on the issue of releasing hostages.

Ukrainian and Russian forces are continuing combat operations in eastern and southern Ukraine, although the rainy weather will likely continue to slow the pace of combat operations until winter conditions fully set in. A Russian milblogger claimed that Ukrainian forces continue to defend against a strong group of Russian forces attacking near Avdiivka and that Ukrainian forces maintain the initiative in southern Ukraine. The milblogger added that it is premature to declare any Russian victories to avoid creating any false impressions about the situation on the battlefield. Another Russian milblogger observed that poor weather is impeding the use of armored vehicles in western Zaporizhia Oblast but that Ukrainian forces are still attacking Russian positions with infantry units. The United Kingdon (UK) Ministry of Defense (MoD) assessed on November 18 that neither side has achieved any substantial progress in the Kupyansk and Avdiivka directions, or in east (left) bank Kherson Oblast — where the most intense battles are ongoing.

Israeli forces are expanding offensive operations into Gaza City. Israel Defense Forces (IDF) spokesperson Rear Admiral Daniel Hagari said on November 18 Israeli forces have expanded clearing operations to additional neighborhoods in Gaza City. The IDF 36th Division clashed with Hamas forces around the Zaitoun neighborhood in southern Gaza City, and the IDF 162nd Division began operating on the outskirts of Jabalia in northern Gaza City. An IDF spokesperson said Hamas’ northern brigade maintains a command-and-control center and critical strongholds in Jabalia. The Israeli Army Radio reported that two of the four Hamas battalions operating in Jabalia are combat capable, implying that the other two are currently combat ineffective. Additionally, Hagari said Israeli forces are working to clear Hamas personnel and infrastructure from the Sheikh Ijleen and Rimal neighborhoods.

Russian forces conducted a series of drone strikes against Ukraine on the night of November 17 to 18. Ukrainian military sources reported on November 18 that Ukrainian air defenses downed 29 of 38 Russian-launched Shahed-131/136 drones over multiple unspecified oblasts. The Ukrainian Southern Operational Command reported that Russian Shaheds struck an energy infrastructure facility and administrative building in Odesa Oblast. The Ukrainian Northern Operational Command reported that Russian Shaheds also damaged infrastructure facilities in Chernihiv Oblast. Russian milbloggers claimed that Russian forces struck an oil depot in Altestove, Odesa Oblast, the Starokostyantyniv airfield in Khmelnytskyi Oblast, and Kyiv City, Kyiv Oblast.

Israeli forces continued advancing eastwards from the al Shifa Hospital, which is consistent with Israeli efforts to establish evacuation corridors for civilians moving west-to-east in Gaza City. Local Palestinian sources reported that Israeli forces fought Palestinian militia fighters near the al Samer roundabout on November 17, just west of the al Ahli Hospital. The Palestinian Red Crescent Society said that Israeli forces “surrounded” the hospital on November 17. Israeli forces have repeatedly established safe corridors and evacuation routes to facilitate the departure of civilians. The IDF announced an evacuation route east from al Shati Camp to Salah al Din Road on November 14 and declared a unilateral tactical pause between 1000 and 1600 local time to facilitate evacuations. The IDF also declared an evacuation route east from al Shifa Hospital on November 13. Hamas fighters fired upon this evacuation route from al Shifa Hospital, according to Israeli officers.

Ukrainian officials stated that Ukrainian forces have established bridgeheads on the east (left) bank of Kherson Oblast and are conducting ground operations aimed at pushing Russian forces out of artillery range of the west (right) bank of the Dnipro River. The Ukrainian Marine Corps Command and the Ukrainian General Staff stated on November 17 that Ukrainian marines have secured several “bridgeheads” on the east bank following successful actions and are conducting actions to expand these positions. US military doctrine defines a bridgehead as “an area on the enemy’s side of the water obstacle that is large enough to accommodate the majority of the crossing force, has adequate terrain to permit defense of the crossing sites, provides security to crossing forces from enemy direct fire, and provides a base for continuing the attack.” The doctrinal definition of a bridgehead does not stipulate a certain size for the crossing force, the extent of the secured positions, or the ability to transfer and operate heavy military equipment from those positions. The necessary size of a bridgehead depends on the operations it is meant to support, and the official Ukrainian acknowledgment of these positions as bridgeheads indicates that the Ukrainian command assesses that these positions are sufficient for continuing ground operations on the east bank.

China-Taiwan Weekly Update, November 17, 2023

The Chinese Communist Party (CCP) is expanding its suppression of dissents by targeting overseas Chinese expatriate critics. The party previously targeted the owner of the “Teacher Li is Not Your Teacher” X account in December. The owner is a PRC national living in Italy who published videos of dissent in the PRC amid the end of the Zero-Covid policy from November to December 2022. The party has since expanded its reach to also target dissidents in the United States, such as Jiajun Qiu, by a combination of internet and potential overseas in-person harassment. The Chinese Ministry of Public Security complements these threatening messages by running secret police stations in locations such as New York City to induce fear into diaspora communities and coerce dissidents into silence. These police stations serve as the enforcement mechanism to induce fear into individuals, such as Qiu. Their presence, regardless of whether undercover agents follow dissidents, such as Qiu, presents an omnipresent sense of fear and tension to these individuals to coerce them into silence.
