Russia's Quiet Conquest: Belarus

The Kremlin is in the endgame of a decades’ long strategic effort to de facto annex Belarus — an effort which will permanently augment Russia’s military and economic capabilities to pursue its revanchist geopolitical objectives against the United States and NATO. Moscow’s effort to de facto annex Belarus through the Union State framework, while incomplete, has already achieved significant gains, requiring NATO to reevaluate the implications of Russia’s growing control over Belarus and the capabilities and resources Russia can leverage against the United States, NATO, and Ukraine as a result. Belarus is not merely a Russian-aligned ally; the Kremlin is transforming Belarus into a strategic enabler for Russia’s ability to project power globally.

Hayat Tahrir al Sham (HTS) is confronting small pockets of locally organized fighter cells in areas under its control. Some of these groups are led by known Assad regime officials who have military experience and control pre-existing militias. HTS-led forces have successfully confronted and suppressed these isolated incidents of resistance in a way that mirrors the Assad regime’s counter-revolutionary approach at the start of the Syrian Civil War in 2011-2012. The HTS-led forces have deployed tanks and used attack helicopters and drones to target pro-regime forces in coastal Syria.

The Kremlin remains committed to achieving the original goals of its full-scale invasion of Ukraine in any future peace negotiations — namely the destruction of the Ukrainian state, dissolution of the current Ukrainian government, demilitarization of Ukraine, and a permanent ban on Ukraine's future membership in NATO. Russian Presidential Aide and former Security Council Secretary Nikolai Patrushev rejected the suggestion that Russia could be willing to cede any occupied territory to Ukraine in future negotiations during an interview with Russian outlet Komsomolskaya Pravda published on January 14 and stated that this idea is "not even up for discussion."

Israeli and Hamas officials appear to be optimistic after achieving a "breakthrough” in ceasefire negotiations in Doha on January 13. Israel and Hamas have yet to solve at least two outstanding issues, however.

Russian forces recently cut the T-0504 Pokrovsk-Kostyantynivka highway east of Pokrovsk and the T-0406 Pokrovsk-Mezhova highway southwest of Pokrovsk as part of their efforts to envelop Pokrovsk and Myrnohrad.

Iran conducted an air defense exercise for the second time in recent days. This activity reflects Iranian concerns about possible airstrikes on Iranian nuclear facilities, as Tehran has continued to expand its nuclear program.

Ukrainian forces conducted a high-precision airstrike on the command post of Russia's 2nd Combined Arms Army [CAA] (Central Military District) in Novohrodivka, Donetsk Oblast. The Ukrainian General Staff noted that the operation is part of a broader series of Ukrainian strikes targeting command posts of Russian forces operating in the Donetsk direction. The Ukrainian General Staff reported on January 8 and 10 that Ukrainian forces struck the command posts of the Russian 8th CAA (Southern Military District) in occupied Khartsyzk, Donetsk Oblast, and the 3rd Army Corps [AC] (Central Military District) in occupied Svitlodarsk, Donetsk Oblast, respectively. Ukrainian strikes on tactical command posts and positions located near the frontline, such as the strike against Novohrodivka, are likely intended to disrupt Russian tactical activity and directly complicate Russian command and control (C2) on the battlefield.

The Hayat Tahrir al Sham (HTS)-led Syrian interim government announced that it thwarted an attempted Islamic State of Iraq and Syria (ISIS) attack on a prominent Shia shrine outside Damascus. The Syrian Interior Ministry announced on January 11 the arrest of ISIS members who were planning a suicide bombing attack at the Sayyidah Zeinab shrine. The ministry stated that the General Intelligence Directorate and General Security Administration coordinated to thwart the attack. ISIS has previously attacked Shia shrines in Syria, including in July 2023, when ISIS detonated a bomb near the Sayyidah Zeinab Shrine, killing six individuals and wounding 20 others.

Ukrainian forces reportedly captured the first North Korean prisoners of war (POWs) in Kursk Oblast. Ukraine's Security Service (SBU) stated on January 11 that elements of the Ukrainian Special Operations Forces (SSO) captured a North Korean soldier in Kursk Oblast on January 9 and that Ukrainian Airborne Assault Forces recently captured a second North Korean solider in the area on an unspecified date. The SBU stated that Ukrainian authorities are working with South Korean intelligence to communicate with the POWs as they do not speak English, Russian, or Ukrainian.
