George Barros is the Russia Team & Geospatial Intelligence (GEOINT) Team Lead at the Institute for the Study of War (ISW), where he oversees the Russia and Ukraine portfolio. His work focuses on Russian information operations, the Kremlin’s campaign design in Ukraine and Belarus, and Ukrainian politics. Mr. Barros has contributed to major Russia Team efforts since the 2020 Belarus protests and leads the GEOINT Team in enhancing ISW’s open-source research through remote-sensing data collection, data visualization, and geospatial analysis. Before joining ISW, Mr. Barros served as a policy advisor on Ukraine and Russia for a U.S. House Foreign Affairs Committee member.

Mr. Barros regularly briefs senior military and political leaders and participates in global forums to educate Western allies. His analyses and interviews have appeared in outlets including The Hill, Washington Post, BBC, Reuters, Voice of America, and more. His team’s maps of the 2022 Russian invasion of Ukraine have been widely republished by major media outlets, including The New York Times, The Guardian, and The Financial Times.

He holds a B.A. with Honors in International Relations and Global Studies, focusing on Russian and Post-Soviet Studies, from the College of William & Mary.
