Russian Offensive Campaign Assessment, Sept. 16, 2023

Ukrainian forces continued offensive operations in the Bakhmut direction on September 16 and continued to make gains in the area. Geolocated footage posted on September 15 confirms that Ukrainian forces have advanced south of Rozdolivka (about 13km northeast of Bakhmut) and in northern Klishchiivka (about 6km southwest of Bakhmut). Ukrainian Deputy Defense Minister Hanna Malyar noted that fighting is ongoing near Klishchiivka and Kurdyumivka (12km southwest of Bakhmut) and stated that Ukrainian forces continue to be successful in the Klishchiivka area. Ukrainian Ground Forces Commander Colonel General Oleksandr Syrsky posted footage of Ukrainian personnel in Andriivka (8km southwest of Bakhmut) following the Ukrainian liberation of the settlement on September 14.

Iran is forming a tribal militia in eastern Syria likely to advance its campaign to expel the United States from Syria. The coalition between the Syrian Democratic Forces (SDF) and the Arab tribes in Deir ez Zor Province is fracturing amid clashes over long-standing grievances. Pro-regime forces launched attacks and conducted sabotage in SDF-controlled territory in late August and early September. They also directed tribal leaders to attack the US-led international coalition. These actions are consistent with the coordinated campaign that Iran, Russia, and the Syrian regime began forming in November 2022 to expel the United States from Syria. Iran has long sought to build connections with Arab tribes in eastern Syria to form militias and acquire leverage against the United States and the SDF.

Ukrainian forces liberated Andriivka in the Bakhmut area on September 14 and continued offensive operations near Bakhmut and in western Zaporizhia Oblast on September 15. The Ukrainian General Staff and other Ukrainian officials reported that Ukrainian forces liberated Andriivka on September 14 and achieved unspecified partial success near Klishchiivka (7km southwest of Bakhmut) on September 15. The Ukrainian 3rd Separate Assault Brigade reported that its personnel liberated Andriivka and “completely destroyed“ the Russian 72nd Separate Motorized Rifle Brigade (3rd Army Corps) after encircling the settlement. The Ukrainian General Staff reported that Ukrainian forces continued offensive operations in western Zaporizhia Oblast and are inflicting significant losses on Russian manpower and equipment near Verbove (18km southeast of Orikhiv).

The Syrian Democratic Forces’ Arab Coalition is Crumbling, Creating Opportunities for ISIS, Iran, and Turkey

The coalition between the Syrian Democratic Forces (SDF) and the Arab tribes in Deir ez Zor is fracturing amid clashes over long-standing grievances. The SDF’s response to the clashes very likely will undermine its ability to maintain control in the province for at least the next several months.

Al Qaeda–linked and IS-linked militants are continuing to expand in northern Mali and threatening to control major population centers. Al Qaeda–linked militants are exploiting the void left by withdrawing UN forces to besiege and coerce regional capitals in northern Mali, while IS-linked militants are setting conditions to control a regional capital they have encircled since April. Both groups’ growing control over northern Mali increases the risk that they could generate a transnational attack threat.

The IRGC Quds Force and LH are trying to significantly increase their military infrastructure in Mayadin in eastern Syria. The expanding presence there in part supports the Iranian campaign to expel US forces from Syria.

Ukrainian forces continued offensive operations in western Zaporizhia Oblast and around Bakhmut and reportedly advanced south of Bakhmut on September 14. The Ukrainian General Staff reported that Ukrainian forces achieved unspecified partial successes near Bakhmut, Klishchiivka (7km southwest of Bakhmut), Andriivka (10km southwest of Bakhmut), and Kurdyumivka (13km southwest of Bakhmut). Ukrainian Deputy Defense Minister Hanna Malyar prematurely announced the Ukrainian liberation of Andriivka but later clarified that heavy fighting for the settlement is still ongoing. Ukrainian Eastern Group of Forces Spokesperson Ilya Yevlash stated on September 13 that Ukrainian forces pushed Russian forces out of positions near Minkivka (15km northwest of Bakhmut) and Dubovo-Vasylivka (6km northwest of Bakhmut). The Ukrainian General Staff and Malyar stated that Ukrainian forces continue to gradually advance in the Melitopol direction (western Zaporizhia Oblast).

Russia and China Look at the Future of War

Russia and China share a common modernization objective: achieving dominance in decision-making in future wars. Both states are struggling to improve their military personnel quality and integrate the lessons from the wars of the past two decades. Russia is attempting to innovate within a narrower band of military doctrine and operations while addressing the early failures of its Ukraine invasion. China aims to use new doctrine, technology, and integration of civilian expertise with the People Liberation Army (PLA) to leapfrog over US military superiority. The United States must assess the threat from China’s and Russia’s modernization efforts and seek to exploit their respective blind spots and weaknesses.

Pro-Syrian regime forces fired at and injured three protesters at the Baath party headquarters in Suwayda City in southern Syria. The attack could fuel popular anger toward pro-regime forces, especially Iranian-backed militias, in southern Syria in the coming days.
