Russian Offensive Campaign Assessment, March 9, 2024

Ukrainian forces reportedly conducted drone strikes targeting Rostov Oblast overnight on March 8-9 and may have struck a Russian aircraft plant refurbishing and modernizing Russian A-50 long range radar detection aircraft. The Russian Ministry of Defense (MoD) claimed that Russian forces intercepted 41 Ukrainian drones overnight over Rostov Oblast, and eyewitnesses reportedly stated that the strike caused at least five explosions. Geolocated footage of a strike shows an explosion at the Beriev Aircraft Plant in Taganrog, Rostov Oblast.

Palestinian fighters defended against Israeli raids in several sectors of the northern Gaza Strip on March 9. An Israel Defense Forces (IDF) unit in the Combat Intelligence Collection Corps identified several Palestinian fighters operating near Israeli forces in Beit Hanoun and directed an airstrike targeting them. Israeli forces have been conducting an operation in Beit Hanoun to reclear the area of Palestinian fighters and locate military infrastructure for the past week. Palestinian militias reported that their fighters fired mortars and rockets targeting Israeli forces in eastern Jabalia and Zaytoun neighborhood, southeastern Gaza City. Palestinian fighters also clashed with Israeli forces in Zaytoun neighborhood.

The United States will construct a temporary pier on the coast of the Gaza Strip to facilitate the arrival and distribution of humanitarian aid. US President Joe Biden said during the State of the Union address on March 7 that he ordered the US military to lead an “emergency mission” to establish the pier.

Ukrainian President Volodymyr Zelensky reiterated that a ceasefire in Ukraine would allow Russia to rebuild its forces and means for future offensive operations, as Russia previously did following the start of Russia’s 2014 invasion. Zelensky stated on March 8 that a pause in fighting in Ukraine would pose a serious challenge and problem both to Ukraine and all of Europe.

China-Taiwan Weekly Update, March 7, 2024

Recent PRC diplomatic outreach in Europe may aim to advance the PRC’s September 2023 Proposal on the Reform and Development of Global Governance, which faults the West for the war in Ukraine. The proposal calls the root of the “Ukraine crisis” lying “in the problem of security governance in Europe.” The “parties concerned… [must] accommodate each other’s legitimate concerns… [and] abandon the Cold War mentality.” These are thinly veiled references to accommodating Russian historical grievances at the price of NATO unity and Ukrainian territorial sovereignty. The alleged “stabilizing force” of any PRC-negotiated ceasefire along these lines would normalize the principle of revisionist international aggression. This principle would provide the CCP with a precedent for the party to falsely justify aggressive coercion aimed at Taiwan, with the eventual political objective of annexing Taiwan into the PRC.

Western media reported on March 7 that the United States will establish a temporary port in the Gaza Strip to facilitate the flow of humanitarian aid. US President Joe Biden is expected to announce the project during his State of the Union address on March 7. White House officials disclosed that the United States plans to build a temporary port off the coast of the Gaza Strip before moving the structure closer to shore. Western reporting noted that the project would require up to thousands of US service members stationed off the Mediterranean coast. Palestinian militias have previously condemned US humanitarian efforts in the Gaza Strip as insufficient and creating chaos. CTP-ISW will follow up with additional details on the proposed temporary port in future updates.

Lithuanian intelligence assessed that Russia has the capability to continue sustaining the current tempo of its war in Ukraine and will likely have the capability to gradually expand its military capabilities in the near term. Lithuanian intelligence published its 2024 national threat assessment on March 7 wherein it assessed that Russia has the manpower, material, and financial resources to sustain its war effort in Ukraine in the near term. Lithuanian intelligence noted that Russia reconstituted and increased its deployed manpower in Ukraine in 2023 despite suffering heavy losses but continues to prioritize quantity of manpower and materiel over quality of forces. Lithuanian intelligence also assessed that Russia’s defense industrial base (DIB) has become a driving force within the Russian economy at the expense of other economic sectors and that Russia had allocated at least 10.8 trillion rubles (about $119 billion) to military spending in 2023.

Africa File, March 7, 2024: JNIM Strengthening Near Bamako; Kremlin and Nigeria Discuss Partnership

Al Qaeda’s Sahelian branch conducted its first VBIED attack in southern Mali since 2022, likely to support the group’s efforts to isolate a district capital near the border with Mauritania. Al Qaeda’s Sahelian affiliate, Jama’at Nusrat al Islam wa al Muslimeen (JNIM), conducted a large-scale complex attack targeting a Malian army base near Kwala, 100 miles north of Mali’s capital, on February 28. JNIM militants commenced the attack with a suicide VBIED followed by approximately 100 attackers that stormed the Malian army position.

IRGC Quds Force Commander Brig. Gen. Esmail Ghaani said on March 6 that Iran’s proxies and partners have taken a more “offensive stance” in the Israel-Hamas war, which frames the war in terms consistent with Iran’s regional military doctrine. Ghaani issued this statement during a speech to the Assembly of Experts. Iran and the Axis aim to seize the operational initiative to dictate the tempo and terms of action in conflict and force Iran’s adversaries to react constantly. IRGC Commander Maj. Gen. Hossein Salami said in 2022 that Palestinian militias needed to focus on successive offensive ground operations into Israel instead of defensive, static wars using their rocket systems. CTP-ISW previously assessed that Hamas’ decision to conduct a ground attack into Israel on October 7 may have been based on what Salami outlined in August 2022.

Ukrainian Ground Forces Commander Lieutenant General Oleksandr Pavlyuk stated on March 6 that Ukraine will try to seize the initiative and conduct unspecified counteroffensive actions in 2024. Pavlyuk stated that Ukrainian forces will aim to stabilize the frontline while degrading Russian forces in order to rotate frontline Ukrainian units to training grounds in the rear for replenishment and restoration. Pavlyuk stated that this will allow Ukraine to create a grouping of forces that will conduct unspecified counteroffensive actions (possibly but not necessarily counteroffensive operations) in 2024.
