Ukrainian President Volodymyr Zelensky warned that Russia will imminently deploy North Korean forces to unspecified combat zones on October 27 and 28, as Russian and North Korean officials continued to issue vague yet suggestive statements regarding the possible presence of North Korean troops in Russia.

Hamas is seeking Russian support in pressuring the Palestinian Authority (PA) to negotiate over a national unity government with Hamas in the Gaza Strip. Hamas Political Bureau member Mousa Abu Marzouk met with Deputy Russian Foreign Affairs Minister Mikhail Bogdanov in Moscow on October 23 to request that Russia pressure PA President Mahmoud Abbas to negotiate with Hamas over a national unity government.

Russian President Vladimir Putin failed to deny the presence of North Korean military personnel in Russia on October 24, amid official Ukrainian reports that the first North Korean military units arrived in Kursk Oblast on October 23. Ukraine's Main Military Intelligence Directorate (GUR) reported on October 24 that the first units of North Korean personnel arrived in Kursk Oblast on October 23.

JNIM claimed an attack on a border post in northern Niger near the border with Algeria, marking the group’s first attack in far northern Niger. Nigerien Tuareg rebels also gave a competing claim for the attack but failed to provide evidence. The competing claims possibly indicate that the two groups are coordinating their operations, as Jama’at Nusrat al Islam wa al Muslimeen (JNIM) has done with Tuareg rebels in Mali.

A senior Israeli intelligence official told Iranian anti-regime media that Israel’s recent operations in Lebanon have disrupted Iran’s ability to provide funds to Hezbollah. The source stated that Israeli operations targeting key Hezbollah leadership and the Israeli air campaign have significantly disrupted Hezbollah funding. The official stated that Iran used Syria as a conduit to provide Hezbollah with $50 million in cash each month prior to the start of the Israeli operations in Lebanon.

Ukrainian forces conducted a series of drone strikes on the night of October 21 to 22 targeting distilleries in Russia that reportedly manufacture products for the Russian military. Tula Oblast Governor Dmitry Milyaev claimed that a Ukrainian drone strike damaged distilleries in Yefremov and Luzhlovsky.
